If you max out IA, Legion and Professions, you get around 2 minutes of pure DPS uptime during actual boss fights and not just straw dolls, ignoring all kind of boss mechanics.

The DPS calculations for each class is carried out against a strawman dummy, making it very difficult to achieve the same level of damage against most bosses. As you know a 25% FD adding to an almost FD naked class would make it blow up, especially when these FD naked classes usually have high skill damage% to compensate their lack of FD.
